Debit cards are a proven way of restoring bad credit rating and financial advisers recommend it if you had come across one of them. The idea is to give the creditors your spending and bill paying pattern that should be in a good order. What would you do if you don't have a saving or anything else you can use for borrowing?

You want to improve your credit rating by using a credit card? I don't understand your point? why not to apply for pre-paid credit card or secured credit card? If I were you I will not use debit card any more for purchase instead of that apply for secured credit card from let say bank of America or cahse or citi.. Idon't know if citi have any secured credit card but I know that American Express don't have any secured credit card and then use those card build your credit history ! and rember don't be late with your payment never please promise me! that you will not be late with your credit card payment!
